The EU has concluded trade agreements with a number of countries outside the EU. Thanks to these agreements, foreign buyers enjoy import advantages such as reduced or waived customs duties (import dues). As a result of these import advantages, buying a car of European origin is an attractive option for customers in these countries. Import advantage with a EUR.1 Invoice Declaration In order to benefit from the import advantages, the purchase needs to meet a number of conditions. The vehicle needs to be manufactured in the European Union and the vehicle needs to be exported to a country that the EU has concluded the relevant trade agreement with. If these conditions are satisfied, this needs to be proven to the authorities in the destination country by means of the so-called EUR.1 Goods Movement Certificate. The EUR.1 certificate needs to be filled out and subsequently stamped by the Chamber of Commerce. The Chamber of Commerce stamps the certificate on the basis of specific items of evidence (including the supplier’s declaration stating the country of origin). Customs is subsequently expected to sign the document for approval. This is a complicated and time-consuming procedure for seller and buyer alike.
